I’m asking your help to spread the word. Tulungan po ninyo akong ikalat ito. Beyond this, we should also demand action. I disabled a plugin so you can copy the photos of relief goods rotting in DSWD warehouses. You can link this post to your blogs, facebook, websites etc. You can also email the photos.


Philippine News (US based Philippine newspaper) will use this as its front page story this week. Every Filipino has the right to know where the tons of donations from the UN and other counties go. Kahit po nakakahiya sa mga nag-donate. Kung sa ganitong paraan, matutulungan natin ang mga nasalanta, then by all means, let’s do it.


For those who have the time, please try to volunteer sa DSWD warehouses. Getting in was not easy. A friend had to put in a word for us. Let’s see kung madali nang makapasok sa DSWD warehouse ang mga volunteers.

DSWD Secretary Esperanza Cabral: Wala kasing volunteers.


This short interview was done over the phone. Philippine News wanted to hear her side pero ayaw niyang makipag-usap sa press. After four tries, pinasabi na lang niya ang maikling sagot na ito sa secretary niya - “Walang volunteers”.


I don’t want to accuse her of corruption but at the very least she is showing signs of being totally incompetent. We are in a state of calamity where every second counts. May namamatay araw-araw dahil sa sakit.


In my opinion, these deaths could have been prevented if Secretary Cabral had tried a little harder to do her job.


    Deaths from Philippine storms nears 1,000

    “Tropical Storm Ketsana left 420 dead and 37 missing when it flooded 80 percent of Manila on September 26, a disaster the government said affected 4.35 million people.


    Some areas are still flooded three weeks later and 189,000 people remain in evacuation centres,


    Typhoon Parma hit the northern Philippines on October 3 and lingered as a tropical storm for a week, triggering landslides that killed 438 people and leaving 51 missing mostly in mountain communities.


    The government agency said Parma affected 4.16 million people, including more than 32,000 who remain at evacuation centres.”



During the first week after the storm, lumabas ang “bayanihan spirit” ng mga Pinoy. “Makatulong lang kahi’t konti,” katwiran nila.

    “At the offices of many civic groups and private organizations, hundreds of people showed up to volunteer in packing relief goods.

    At the Tulong Bayan center at the Expo Centro in Cubao, Most of the volunteers were adolescents as young as 10 years old, along with their kuya or ate in high school and college.


    They came in huge numbers, many of them barkadas, classmates or siblings, dressed just in their tees and shorts, wearing their Havaianas. All were just enthusiastic to do their share!

GMA asked world for donations


Our government begged the world for more donations. Sumagot ang buong mundo sa ating panawagan. In less than three weeks, dumaong ang mga barko, ibinaba mula sa mga cargo planes, i-diniliver ng mga trak at container vans ang sandamakmak na relief goods. Cash donations were in the millions of dollars.


But these donations must be coursed through DSWD


Nagpalabas ng directive ang pangulo. Individuals, private companies and other nations were ENCOURAGED to send their donations to DSWD. I blogged about it here and the video of her announcement here.


This PGMA directive sounded suspicious to me then. Now I know why. Here’s the story.


A group of eight people, your ate Ella included, went to one of DSWD warehouses to help in repacking relief goods. We know they need volunteers pero hindi namin akalaing WALANG TAO TALAGA SA LOOB NG WAREHOUSE!


As in sa isang humongous warehouse (1000++ sq.m) NA PUNONG-PUNO NG RELIEF GOODS HANGGANG BUBONG, ISANG DSWD employee lang at ISANG SECURITY GUARD ang tao!!


Kailangang magpa-register at i-schedule ang volunteering


    1) UNICEF Registration (as a volunteer)

    The warehouse can only take as much as 50 volunteers at a time or per shift. Here you will find that there is a 4-hour shift, and an option for a 6-hour shift for the volunteers to indicate their availability.


What “volunteers”? Nasaan?


Aside from the 8 of us? Nope, there was nobody there. Bakit kailangan ang scheduling? Feeling hindi ba magkamayaw at nagu-unahan ang mga volunteers?


I know somebody who wanted to volunteer many times. She was always bumped off, laging nirere-schedule kasi “there were too many volunteers” daw. At tuwing Sunday lang daw puwede. What the hell is going on here?


Nakatambak ang donations ng UNICEF sa warehouse, local and international


Mga banig na dapat ay nahihigaan ng mga nasalanta. Mga imported camp beds na hindi na yata masisilayan ng mga biktima. Mga kumot na hindi naman nakabalot sa katawan nila. At mga pagkaing hindi sumasayad sa sikmura nila.


The relief goods are not going anywhere


We arrived at about 8 am and left by midafternoon and yes, you guessed it right. Kami pa rin ang tao bukod sa isang DSWD employee sa loob ng warehouse maghapon. Walang ibang dumating.


The relief goods are not moving. By the way things look, they are not going anywhere. Hindi maglalakad mag-isa ang mga donations na ito papunta sa mga evacuation centers.

Look Ma, sampung lata ng sardinas! How generous! Kaldero ang unang ilalagay sa sako. Sabong panglaba (bar soap) at sampung sardinas sa ilalim. Siyam na sabon sa gilid ng kaldero. Local goods lahat syempre.

Tapos papatungan ng isang tuwalya at isang pack ng sanitary napkin.


kumot
Sisiksikan ng tatlong rolyo ng kumot(?) ang blue water jug tapos ipapatong sa kaldero sa loob ng sako.

Last but not the least, lalagyan ng dalawang banig.

Sabay tatahiin na ang sako. O di ba, parang asong tinapunan ng buto ang mga nasalanta? Eniwey, busog naman sila sa SAMPUNG lata ng Mega sardinas

YOU THINK?? WTF is the matter with these people? Mag-iisang buwan na mula nang masalanta ang mga kababayan natin. ISANG BUWAN!! Do you mean “do not delay ang dati nang delayed”?? Shet.

Anong ginagawa ng mga donations na ito sa warehouse?? APAT na warehouse ang nasa loob ng compound na ‘yon! APAT na warehouse na punong-puno ng inaalikabok na relief goods! Relief goods na ayaw yata ibigay sa mga nasalanta. Halatang-halata.

Wow! May bagong shipment na naman! At the rate DSWD is moving, next year na madi-discover kung ano ang laman ng mga kahong ito.

    “The first of two of the largest high-energy food shipments from the United Nations World Food Program (WFP) arrived in the country two days ago for victims of storm “Ondoy” and typhoon “Pepeng."

    The biscuits were fortified with essential vitamins and minerals for supplementary feeding to children, pregnant women and the elderly in evacuation camps. Another 100 tons of biscuits will arrive on Oct. 24, in a continuing effort to provide food assistance to flood victims.


Sige, ideretso ‘nyo ulit ‘yan sa DSWD warehouse. Para AMAG naman ang abutin ng biskwit… at sapot ng gagamba.


Conclusion


Sa maghapon namin sa warehouse,nakagawa kami ng 150 sacks of relief goods. 150 bags of relief goods lang ang lumabas sa warehouse na ‘yon that day. At nandoon pa rin sa loob ang mga imported relief goods, safe, sound and packed as the day they arrived.


Nakisakay kami palabas sa isang DSWD delivery van. Gusto sana kaming ihatid ng driver hanggang Makati pero wala raw siyang sobrang gasolina. Ibinaba na lang niya kami sa gitna ng EDSA. Millions of dollars in donations, walang extrang pang-gasolina.


Susulpot din siguro ang laman ng mga mahiwagang kahon at mapapasakamay din ng mga tao…sa ARAW NG ELEKSYON. O mabibili na nila ang mga imported goods na ‘yon sa mga puwesto sa Quiapo at Divisoria.


Suggestions lang po sa DSWD:


  • Alam ‘nyo palang walang mag-volunteer sa inyo, bakit hindi kayo mag-hire ng mga tao? Bayaran ‘nyo ng arawan para mag-repack. Ang daming walang trabaho, makakatulong pa kayo. Hindi naman malaking kabawasan ‘yon sa bilyong pisong donasyon na natanggap ninyo.
  • Isa pa, gaano ba karami ang mga sundalo natin? Hindi ba puwedeng ipagawa sa kanila ‘yan? Baka isang araw lang, tapos na ang problema ‘nyo
  • Bakit hindi ‘nyo ibigay ang trabaho sa mga NGO, churches, private charities, TV stations? I’m sure they are more than willing to help. Time is of the essence. Huwag kayong suwapang. Obvious ba, hindi ‘nyo naman kaya.

  • Kung talagang gugustuhin ninyong makarating agad sa mga kawawang biktima ang mga donasyong ‘yon, nagawa ‘nyo na ‘yan. Maraming paraan…kung talagang gusto ‘nyo lang.You are the government. You have the power, the resources and the money. You just have to really care.

    That pisses me off because I live in Vancouver, Canada and I know that a ton of money and supplies were getting sent to the Philippines to help everyone out. I think you should translate what you wrote because I'm sharing this with everyone here but they might not understand what you wrote! :) Thanks!

    I think what dswd should do is to request gma to send in govt and ngo volunteers. sa totoo lang e' sa dami ng donations, kahit sinong govt or NGO ay di kakayanin ang volume ng donations na ito. Ang nakakahiya dito e' di makagawa ng immediate solution si secretary cabral. but then again, some more govt officials may have been keeping her hands tied. knock knock!

    @mmaaii: Ella's website got a "500" error, not a "400" or "404" error. (At least, that's what I got.) A "500" error (or any error in the 500-class) means that there is a problem with the server's software or hardware. One thing that can cause this is if a website received far too many visitors than it can handle. Another is improper configuration of the web server's hardware or software.

    If the website was blocked, a 404 (File/site not found) or 403 (Forbidden/Access denied) error should come up. I don't think that in this case Ella's own webhost "blocked" her website, or that the government stepped in. Let's just say that the webhost was simply overwhelmed with the number of visitors Ella got, what with the many retweets :P

    We should not blame them for what we hear and what we see. Look at it on different perspective. If nanglalamang sila sa kapwa, Diyos na bahala sa kanila. If not, maybe there is a really need for volunteers to distribute the donations. We've been to red cross and sabi nila kulang talaga sa maghahatid ng donations (e.g trucks and vans, mga sasakyan na pwedeng ilusong sa baha and driver of course) pero maraming nagvovolunteers para mag-pack. Let's pray for the workers.

    And also, sana tayong mga Pinoy magkaroon tayo ng spirit of joy. Para hindi na lang lagi tau reklamo sa government natin or dun sa mga empleyado. Lets put ourselves to their shoes. If we think there is a need for action, lets begin to ourselves. Anong ginagawa natin para dito? Why we can't volunteer?

    Hi, I'm a Filipina studying in Santa Barbara, CA. I talked to this one person from Direct Relief International (it's a non-profit that's based here) about what they did once they heard about Typhoon Ondoy. He told me that they at once sent supplies and relief goods, via their base in Singapore.

    You know why it took "A WHILE" to enter the Philippines? Because apparently, the government felt it necessary to levy tariffs on the said...RELIEF GOODS. Thank you, Philippine government for being so "financially efficient."

    And it would also be an unfair generalization to destroy the entire DSWD agency just because of it,

    But frankly too, with or without this case, the DSWD has been very inept. And I will not apologize for that claim. Because I have personal experiences with the bureau itself.

    Try making a disaster-related or welfare or hospitalization claim for the underprivileged in your vicinity. Or try availing of any of their services...Try mo lang...you would know what I mean.

    We can conduct the same test in 10 DSWD centers across the country to substantiate that.

    Exactly.

    Information must NEVER be suppressed. No law shall abridge that. Positive or negative response, it should be as is. Humans are not stupid to not be able to distill the truth from it despite the ocean of lies.

    Just because it is a blog, does not in anyway mean it is not worthy of credence or probity. My experiences tell me, more truths are distilled out of independent and alternative sources as opposed to organized sources of information.

    This is because, most bloggers are not money-driven, fame/ego-centered or profit-oriented. And since the system is founded on "money" and the ego, these two societal factors are effeciently used to manipulate and suppress information...

    Most bloggers are immune to that.

    If anyone is simple minded it is this "Ella" who is probably in hiding right now. If what she said is true, then where is she now? Of course she meant "nabubulok." Just reading through her travesty of a blog there is no way she did not mean that literally. And why should a Cabinet Secretary have to explain why certain boxes have not yet been opened? There are more important things to get done! Has it ever occurred to anyone that these donations do not get distributed en masse? I wish people would put more thought into the things they say.

    It's natural for us to react - there where fotos shown - we watch the overflow of volunteers at sagip bayan - then maybe the bureau can invite the media as well to feature their efforts man lang

    Yes, she is my mother-in-law so I definitely have a reliable source. Some may say that I am biased, but I know how hard the people work at the DSWD, regardless of my relationship with their Secretary. I also believe in freedom of speech and that everyone has a right to their own opinion. I know you did not mean any ill will in posting this, but did it as a way of discerning the truth. And I know a lot of people work hard to help others and volunteer. I just wish that when it came to sharing information like this people would think twice before touting is as the truth.

    For everyone's information, many victims of the past typhoons have expressed their gratitude for the relief goods that they have received, but are now in the phase of rehabilitation and rebuilding. They can't just rely on dole-outs forever. Relief goods are just that - for the immediate relief of those affected by calamities. And as we have seen in the past weeks there is a need to be prepared. The DSWD is stock-piling goods in the event that they will be needed.
    And if every trivial matter has to be explained then there would be no more time to do the real work that has to be done.

    For DSWD, it's as simple as answering the issue. The government has been boasting of its "transparency," let's hope they can practice that for this issue.

    People are very touchy right now when it comes to these things as an aftermath of Ondoy and as preparation for the upcoming elections.

    I admit, I did repost his in my blog and I'm willing to take it down when the issue has been cleared. For the blogs I've seen that reposted this, there would always be a question at the bottom of the entry.. IS THIS TRUE? CAN ANYONE CONFIRM THIS?

    So I guess we have to wait...

    Also, fyi, there are still many homeless people and are still relying on relief goods here in Manila and in the provinces. Iiwan na lang ba natin sa GMA 7 and ABS-CBN ang pagbibigay ng tulong sa mga taong yun?

    Kasi, other agencies are very eager in helping now. In fact, most of those donations and aids were intended specifically for the NOW.

    With donations pouring in from everywhere there is actually a surplus of goods. Again, being set aside for a rainy day. (No pun intended). "Ella" says on her blog that she "checked her facts." I wonder how she did that. I also wonder when she visited the DSWD warehouse.
    I hope this story has given everyone a chance to develop some critical thinking.

And the imported goods? who the f decides who deserves to have them or not.     Here's my suggestion...

    1. DSWD provides proof that imported items are being distributed along with the local goods and not being hoarded. Provide pictures of actual reciepients receiving said goods. Pictures must be on or before Oct 21, 2009.
    2. DSWD provide the actual dates when goods are received and when they are distributed. Include those given by international relief organizations and a complete inventory of where they went.
    3. DSWD provide a way for people to volunteer and coordinate their time.

    I'd like to give DSWD the benefit of the doubt but we all know the history of corruption in this country and any semblance of misappropriation will now be called to task. This is how the internet will help move the country to a more fair and just society.

    We should not blame them for what we hear and what we see. Look at it on different perspective. If nanglalamang sila sa kapwa, Diyos na bahala sa kanila. If not, maybe there is a really need for volunteers to distribute the donations. We've been to red cross and sabi nila kulang talaga sa maghahatid ng donations (e.g trucks and vans, mga sasakyan na pwedeng ilusong sa baha and driver of course) pero maraming nagvovolunteers para mag-pack. Let's pray for the workers.

    And also, sana tayong mga Pinoy magkaroon tayo ng spirit of joy. Para hindi na lang lagi tau reklamo sa government natin or dun sa mga empleyado. Lets put ourselves to their shoes. If we think there is a need for action, lets begin to ourselves. Anong ginagawa natin para dito? Why we can't volunteer?

The relief goods are released to our Regional Offices or directly to evacuation centers or to the local government units as they are needed and requested by these entities. They are delivered in trucks, many of which were lent to us by private companies or by military vehicles. Some of the goods are shipped by air from nearby Villamor Airbase.
    When typhoons Ondoy and Pepeng hit the country, we received and are continuing to receive donations. Our warehouses are indeed full, inspite of the fact that we have distributed 500,000 food packs and 200,000 clothing packs as well as thousands of sacks of rice, blankets, beddings, and items of personal hygiene in the past almost 4 weeks. That is the reason why when asked if we still have enough goods, my constant reply is yes, so far we do, thanks to the many kind-hearted individuals and organizations as well as countries who responded and are still responding to the plight of the typhoon victims.
    There are no rotting relief goods in our warehouses as we do not keep perishables there and the relief goods that are there, save for the donated old clothes are quite new since they have been either recently purchased by us or have been just donated.
    Our goods are repacked by volunteers who are there because they want to help. But they are volunteers and report when they have time to help us. Sometimes there are two hundred of them and sometimes there are only a dozen. However many or few they are, we appreciate their presence and their assistance. Weekdays are usually quiet but on Saturdays and Sundays, the students, along with others who work Monday to Friday, including our own employees, are there.
    Our staff at the warehouse work round the clock even now, making sure that the requests for relief goods are met in a timely manner. They work hard, they work quietly and they work humbly and I feel bad that they have been subjected to public vilification that they do not deserve.
    I do not recall having talked to an Editor of Philippine News. I do remember my secretary telling me that someone was on the phone asking why there were no volunteers working at the warehouse. My reply was we do not own the time of the volunteers.
    I wish that I could have prevented the deaths from typhoons but in fact, they have nothing to do with the relief goods that we are in charge of. Most of the deaths were from drowning or injuries sustained during the typhoon. Some died of illnesses. We are not in charge of rescue nor are we in charge of health and to the best of my knowledge, none of the deaths was due to absence of or delay in the delivery of relief goods.
    We would like to assure all of you that the relief goods will reach the intended beneficiaries as they become necessary and will be used only to assist them. However, the relief goods don’t all go out at the same time and an empty warehouse is not proof that the goods were used properly just as a full warehouse is not evidence that the goods are being hoarded. If you visit our website www.dswd.gov.ph you will find updates on our activities related to typhoons Ondoy and Pepeng. It includes an updated list of donations received and goods released from the DSWD warehouse.
    There are many aspects of disaster response. They include recovery and rehabilitation and in both instances, goods and other resources are still needed. In the initial reaction to a calamity, people will want to help and as we saw recently, they came in droves, offering their time, their talent and their resources. We want them to know how much we appreciate them for what they have done and what they are still doing. But further down the road, when the initial flush of generosity gives way to donor fatigue, there will remain only a few hardy NGOs and volunteers and the workers of the DSWD and other government agencies to continue the job of helping the disaster victims back on their feet. Judicious use of resources at the outset is imperative lest we face the situation of even greater want after a period of relative plenty. We at the DSWD wish to assure you that your trust in us is not misplaced. Thank you.

    Mr. Cabral,

    Here's my suggestion...

    1. DSWD provides proof that imported items are being distributed along with the local goods and not being hoarded. Provide pictures of actual reciepients receiving said goods. Pictures must be on or before Oct 21, 2009.
    2. DSWD provide the actual dates when goods are received and when they are distributed. Include those given by international relief organizations and a complete inventory of where they went.
    3. DSWD provide a way for people to volunteer and coordinate their time.

    I'd like to give DSWD the benefit of the doubt but we all know the history of corruption in this country and any semblance of misappropriation will now be called to task. This is how the internet will help move the country to a more fair and just society.
    I know how our political history taints everything that good civil servants strive to do. I hope this does not discourage those out there who want to serve from choosing to do so.

    Please, if anybody wants to have their questions answered, see UNICEF Phiilppines in Facebook. To volunteer is to have your qestions answered.

    Hardworking people such as those who work with the DSWD warehouse do not deserve this. We do not know how much sacrifices they have made just to keep the warehouse and relief operations going.

    Please have your sources verified before posting anything on the net. It is causing undue and unnecessary stir. True, there are photos, but are the facts delivered in the right context?

    I dare Ella to prove to my face that every single thing in her blog is true.

    As for myself who silently work for our country, I'd rather do the working than the talking. The amount of energy and time i have spent writing this down would have been better spent working for the cause of our calamity stricken-country men. I wish Ella had done the same.

    I actually admire Ella for the effort she has put in creating that blog. I just wish she did this responsibly, that is, to investigate the truth first. Words go a long way, Ella. It takes just one blog to wreak havoc. I hope you realize how much you have disrupted the joint relief efforts.

    Information must NEVER be suppressed. No law shall abridge that. Positive or negative response, it should be as is. Humans are not stupid to not be able to distill the truth from it despite the ocean of lies.

    Just because it is a blog, does not in anyway mean it is not worthy of credence or probity. My experiences tell me, more truths are distilled out of independent and alternative sources as opposed to organized sources of information.

    This is because, most bloggers are not money-driven, fame/ego-centered or profit-oriented. And since the system is founded on "money" and the ego, these two societal factors are effeciently used to manipulate and suppress information...

    Most bloggers are immune to that.

    Honestly, if I were a civil servant connected with the relief effort and then some collage kid who volunteered 8 hours of her time thinks she's all that and tells the whole world how incompetent I am, yeah, I'd be pretty frustrated too.

    We have turned into a country where we freely accept anything negative about the government and automatically reject anything positive.

    Anyone who is actually working to make things positive would feel frustrated at that.

    That is a misdirection from the issue. Ella was merely relating what she witnessed personally.

    Yes, her description of the situation were layered with emotional-hype and perhaps misguided conclusions...but those are her experiences.

    It's up for us to verify the truthfulness of the matter.

    At least you're not arguing that we are poor. Which brings us to the current context. I stated that for her to say that "the government has the power and the money to do it" is an inherently empty statement. Regardless of how poverty happened, at least we agree that it *is* the case.

    There is no money in the system. Our beurocrats are chronically underpaid and yet we expect them to pull money out of nowhere and magically solve the problem? Childish wishful thinking.

    I suggest you review that again. And understand properly how money, resources and technology are interrelated. Study how money is made and how it is distributed.

    Correlate that with the policies that manipulate the same. Study the banking system. Study the policies we have for our industries.

    Chanced upon your blog since I saw it posted on an online Filipino Community Forum here in Japan. Although your intentions may be for the good, I think you “jumped at the gun” too quickly with your accusations. I wouldn’t want to say its baseless - but all you have are photos which you took in less than 8 hours (you say 8am till mid-afternoon) and in just one day.

    As a volunteer, did you have access to the delivery reports, distribution list and other paperwork that may proved your accusations that these items are just stored in the warehouse and are not distributed? Did you do a 2, 3 day or 1 week stakeout of the warehouse and fully concluded that items were not really moving? A full warehouse does not necessarily mean items are not being distributed. Do you have insider information as a Volunteer on when the items you have photographed are to be delivered? Alam mo ba kelan dumating sa bodega yang mga kinuhaan mo ng pic, for you to say na natatambak sya sa bodega?

    Again all you have are photos taken in less than 8 hour time frame and as a volunteer (re-packer, tagabalot so to speak) without any insider information on the delivery schedules, logistics reports on how, where and when this items will be distributed -

    You go online and tell us niloloko tayo ng DSWD..

    If you say you have senior editors consulting on your writing/blogging style then you should very well know not to post any accusations when you have no concrete proof (again photos taken in one day IS NOT PROOF OF NON DELIVERY)

    I have nothing against you and I am just voicing out my concerns, since this blog of your has gone viral - and it may cause donating parties to pull out their help if they believe on what you have written ergo - mas magiging kawawa yung mga kababayan natin.. dahil walang tulong na darating.

    Anyway, goodluck and hopefully you can provide us with more concrete evidence of non delivery (distribution lists, delivery dates, items received date, how many days in stock, etc.) So if that was the case then we all should be alarmed.

    Statement of Dr. Esperanza Cabral on the issue of relief goods in the DSWD Warehouse
    October 23, 2009

    The Department of Social Welfare and Development (DSWD) manages the National Relief Operations Center (NROC) which is the facility for processing and storage of relief goods that are purchased by the Department or donated to us by generous individuals both here and abroad. The relief goods are released to our Regional Offices or directly to evacuation centers or to the local government units as they are needed and requested by these entities. They are delivered in trucks, many of which were lent to us by private companies or by military vehicles. Some of the goods are shipped by air from nearby Villamor Airbase.
    When typhoons Ondoy and Pepeng hit the country, we received and are continuing to receive donations. Our warehouses are indeed full, inspite of the fact that we have distributed 500,000 food packs and 200,000 clothing packs as well as thousands of sacks of rice, blankets, beddings, and items of personal hygiene in the past almost 4 weeks. That is the reason why when asked if we still have enough goods, my constant reply is yes, so far we do, thanks to the many kind-hearted individuals and organizations as well as countries who responded and are still responding to the plight of the typhoon victims.
    There are no rotting relief goods in our warehouses as we do not keep perishables there and the relief goods that are there, save for the donated old clothes are quite new since they have been either recently purchased by us or have been just donated.
    Our goods are repacked by volunteers who are there because they want to help. But they are volunteers and report when they have time to help us. Sometimes there are two hundred of them and sometimes there are only a dozen. However many or few they are, we appreciate their presence and their assistance. Weekdays are usually quiet but on Saturdays and Sundays, the students, along with others who work Monday to Friday, including our own employees, are there.
    Our staff at the warehouse work round the clock even now, making sure that the requests for relief goods are met in a timely manner. They work hard, they work quietly and they work humbly and I feel bad that they have been subjected to public vilification that they do not deserve.
    I do not recall having talked to an Editor of Philippine News. I do remember my secretary telling me that someone was on the phone asking why there were no volunteers working at the warehouse. My reply was we do not own the time of the volunteers.
    I wish that I could have prevented the deaths from typhoons but in fact, they have nothing to do with the relief goods that we are in charge of. Most of the deaths were from drowning or injuries sustained during the typhoon. Some died of illnesses. We are not in charge of rescue nor are we in charge of health and to the best of my knowledge, none of the deaths was due to absence of or delay in the delivery of relief goods.
    We would like to assure all of you that the relief goods will reach the intended beneficiaries as they become necessary and will be used only to assist them. However, the relief goods don’t all go out at the same time and an empty warehouse is not proof that the goods were used properly just as a full warehouse is not evidence that the goods are being hoarded. In the initial reaction to a calamity, people will want to help and as we saw recently, they came in droves, offering their time, their talent and their resources. We want them to know how much we appreciate them for what they have done and what they are still doing. But further down the road, when the initial flush of generosity gives way to donor fatigue, there will remain only a few hardy NGOs and volunteers and the workers of the DSWD and other government agencies to continue the job of helping the disaster victims back on their feet. Judicious use of resources at the outset is imperative lest we face the situation of even greater want after a period of relative plenty. We at the DSWD wish to assure you that your trust in us is not misplaced. Thank you.

    I suggest you review that again. And understand properly how money, resources and technology are interrelated. Study how money is made and how it is distributed.

    Correlate that with the policies that manipulate the same. Study the banking system. Study the policies we have for our industries.

    Then you understand the game of manipulation.
    Boy, I have a degree in Economics. I know how it works, better than most.

    Your cute little statements just keeps stating what you wish things could be "Well there would've been more money had they not been corrupt, had industry been more humane...."

    Well they were corrupt. Yeah we have no money. Business is as it is. We can change that for the future but not for this one simple instant that we're talking about.

    Look at the timelines. It doesn't happen over night. If you can't understand that widespread Economic effects take a while to be felt and seen, then I can just impart the same wisdom you so graciously gave. Look at how *fast/slow* economies work and look at how investors and banks and consumers work.

    I don't know what ego has to do with it. The most Economically successful countries have the most egotistical greed driven people.

    On manipulation: I think a lot of the other countries went the other way. They let big government have free reign. Manipulation conspiracies that you keep seeing were unnecessary as it was out in the open. And their citizens shut up about it. China kill and are killing dissidents, their people shut up about it. Korea pushed the steel industry and sacrificed other industries to push their economy up. Lee Kwan Yew of S'pore exiled political adversaries so that there would be no voice of dissent. Japan looked the other way when citizens were dying from industrial pollutants so that big business will be successful.

    So no, they are not less maniputlated. They just gave the government free reign. We here in the Philippines believe that that is just unacceptable allowing individuals to have more power. This power was not used wisely, but I think that it will be in the future.

    Some friends of mine dropped by earlier at the DSWD warehouse in pasay city. This was the warehouse along chapel st. The press release was that relief ops were currently ongoing at full speed but this was not the case, at least this was not what my friends witnessed upon alighting the vehicle at the gate of the DSWD warehouse. They were hardly welcomed by the guard assigned at that gate. This was how the conversation more or less went.

    guard: Oo, madami.
    friend#2: Ano sila? Puro estudyante?

    They then moved along to the other gate nearby. The other gate was not as welcoming as the first since it was just a iron gate that didnt even have a knocker on it. However, they could see through its sides that there was a guardhouse nearby and they started calling the attention of whoever was there since they could hear the radio playing from the other side of the gate.     Obviously, the accounts of both guards who are expected to be abreast of existing relief operations, (if they existed at all) or if they really are ongoing, should’ve been aware of the schedules and protocols of the activity itself. They should’ve been accommodating instead of being suspicious or consumed with such paranoia at the sight of volunteers or people wanting to volunteer. But again, this wouldn’t have happened at all had the government really meant that THERE REALLY WERE ONGOING RELIEF OPERATIONS at the site since the place did not give the impression of a warehouse bustling with activity at all. If that’s what they call Ongoing Relief Operations, then we now know why our country is still languishing in no relief hell. It’s because our government has always been doing what it does best, pay lip service to those who really need it. Great job GMA, Gibo and Cabral! Now please, don’t be surprised anymore if more people wonder why there seems to be a lack in relief goods being sent to those who really need it, the answer is plain and simple, it coz there is no sense of urgency and the relief goods can take all the time they want in the DSWD warehouse. By the way, the location of sardines and whatever relief goods there are seems to be classified information.

    im safely in the private sector, smack dab in the middle class and with all my family's dealings with diff govt branches (DPWH, BIR/GSIS, IMMIGRATION, LABOR, DENR, DAR, LTO) and all of them always seem to ask for some sort of bribe, even with our existing connections.
    it may be true that the govt officials are not paid enough, but they definitely TAKE A LOT. they take whatever they can, actually.

    distributing relief goods shouldnt take more than a month, and the govt should stop bemoaning about lack of volunteers if they didnt request for any in the first place. that was the whole point of the article.

    i agree with some of what you said that not everything will be righted overnight (repacking and distributing goods equally, improving a better govt system etc), but it is exactly this kind of complacency that lands us where we are.

    we're nowhere.

    im safely in the private sector, smack dab in the middle class and with all my family's dealings with diff govt branches (DPWH, BIR/GSIS, IMMIGRATION, LABOR, DENR, DAR, LTO) and all of them always seem to ask for some sort of bribe, even with our existing connections.
    it may be true that the govt officials are not paid enough, but they definitely TAKE A LOT. they take whatever they can, actually.

    distributing relief goods shouldnt take more than a month, and the govt should stop bemoaning about lack of volunteers if they didnt request for any in the first place. that was the whole point of the article.

    i agree with some of what you said that not everything will be righted overnight (repacking and distributing goods equally, improving a better govt system etc), but it is exactly this kind of complacency that lands us where we are.

    I have no reason to hide my identity and thus no need to change my log-in name. Many people write blogs and comments under the blanket of an anonymous name. I wonder how brazen their comments would be if their true identity were revealed?

    And your "since I love their family, I knew she couldn't have known anything about it" statement makes no sense. I don't want to make any assumptions so maybe you would like to clarify what you meant.

    Every single donation is appreciated, be it small or large. And the DSWD has said "relief goods don’t all go out at the same time and an empty warehouse is not proof that the goods were used properly just as a full warehouse is not evidence that the goods are being hoarded." Imagine the chaos if everything went out all at one time. And then how would they be able to keep track of the donations as everyone seems to demand?

    And what facts are you saying speak for themselves? Pictures of relief goods in a warehouse? Numerous people want to know where their donations have gone. The DSWD does not have the time to individually label an item and then catalog the exact recipient. Maybe we should place return address labels on our donations? Would that make everyone feel better? The DSWD website lists every single donation received and also has a list of the goods released. It's there in plain sight, for everyone to see.

    As I have said before, relief goods are for the immediate relief of calamity victims. Those affected by the past typhoons have expressed their desire to move and rebuild. They cannot depend on dole-outs forever, and to propagate this type of scenario is to undermine the essence to rehabilitation. How can we truly help our countrymen if they are not taught to help themselves? There are ongoing relocation efforts and no one seems to care about that.

    And there is no conspiracy. Her blog site is up and running.

    If anything I hope this article has spurred the desire to seek the truth. And in doing so, how to take anything with a grain of salt. Just because it's on the internet doesn't make it the truth.

    It’s relief goods from DONATIONS, not from DSWD, and they are specific to ONDOY and Pepeng victims. As far as I know donors have a right to say where their donations should be going. These donations were not made to DSWD but to the victims.

    My guess is that these goods will be going to the residents of the favorite district.

    If not, in all probability these will go to the admin tongressmen,mayors, brangay captains for the coming elections.

    now that we know what’s inside that bodega, we might as well be vigilant where these items will be given or perhaps be sold.

    If i am not mistaken, the red cross package had the same “imported” kaldero, kumot and other assorted items inside the relief goods they distributed.

    they are not for those that will be hit by typhoon ramil. if needed, we can always donate again for those who will be affected by the new typhoon (ramil).     Sir MLQ3, point taken. Even so, DSWD’s ‘tardiness’ will still cost lives. It’s the seemingly ‘little things’ that count the most. Regardless of whether DSWD is just being tardy and trapped by bureaucratic red tape, it will still be their fault if the relief goods do not get to the victims as soon as possible. Otherwise, they might as well drop the ‘Social Welfare’ from their name and replace it with ‘Our Own Welfare’, which will be more apt.

    This news is quite disturbing. The thought that USA (Americans) responded within 2 days from the day Ondoy hit Manila with plane load of goods, like water, food, warm blankets, water purifying machines only to be kept in a warehouse in Manila. Now, after almost a month, the Secretary of Philippine Social Work is still debating that she needed volunteers to REPACK or take inventory of the goods. This is an outrage. Take those goods in a church yard and start handing them out to the needy, displaced family who are in dire situation. Cut the crap. Also, Pres. Barack Obama sent U.S.$1.8 million dollars. I wonder what happen to those money?

    O.K. Ramil veered away and did not do any damage, so what is the next excuse of Esperanza Cabral? She needs more time to INVENTORY? Why, those are donations for the sole purpose of being given away asap. As far as volunteers, what is the Philippine Army or military doing?     I am a full time American student but when I heard of this awful calamity, I pulled my credit card and donated large sum of dollars to the Philippine Red Cross thinking that it will reach a needy family in Manila, especially the children. Now, I saw how callous the Philippine gov’t is, the lack of compassion, the absence of common human decency will make me think twice next time that this country is hit by a tragedy. It has been a month. How incompetent?

    What a disheartening comments to hear from you about the image you now project to officials and staff of DSWD regarding relief goods being kept at the DSWD warehouse. Let it be known that this warehouse served as a national storage of relief goods intended to the whole country for augmentation to regions once a need and necessity is warranted. So at any given time there is an adequate stockpile ready for released immediately once it is needed. With the big volume of goods you saw at the warehouse is a combination of local and international donations for typhoon Ondoy and pepeng in addition to stockpile being maintained at all times. CAR region was one of those hardly hit by typhoon Pepeng and we received adequate relief goods from the national Office despite the hazardous way to transport to the cordlleras at the midst of the calamity. We did maintained our own stockpile but with the wide devastation our national office augmented the region. None so far had mentioned here of the inadequacy of relief goods, because the Lgus , Ngos and NGAs had worked in partnership, coordinated places to serve inorder to cover all affected areas.At present the affected families manifested to work instead to be just given relief goods. and with the DSWD program on food for work then these families will receive goods while they do community work like clearing their muddy houses or road , clearing debris etc.
    The DSWD staff and officials worked 24/7 specially during disaster times and we continue to do this for our country men

    For everyone's information, many victims of the past typhoons have expressed their gratitude for the relief goods that they have received, but are now in the phase of rehabilitation and rebuilding.     And, given the current scenario, why would you stockpile goods? The only valid reason to stockpile goods is if there is excess inventory. Again, excess inventory! But we can plainly see that the relief goods aren't enough for the current batch of disaster victims. So "stockpiling for a rainy day" is an uber-lame, pathetic excuse - because it's.. still.. a.. rainy.. day.

    The brutal truth is, the DSWD just lost a ton of supporters and donors. So how in the world are we going to "stockpile" things in the future if there isn't anything to "stockpile" if no one else is willing to donate?

    Are you not aware of the motto, "Be prepared?" You think the only valid response to stockpile is an excess of goods? If we have learned anything from the tragedies of Ondoy and Pepeng it is that we need to be ready. Have we already forgotten that?

    Are you part of JICA? The JICA donation was received on 9/30/09 as listed on the DSWD website under donations, in black and white. This was at the height of the relief operations. The website also lists a summary of releases. Would it make you feel any better if each donation was labeled with the source and then each recipient's name, address and contact number cataloged? Do you think that this would make the distribution of relief any faster or effective? With the outpouring of support from all over the world there is bound to be an excess. What happens when the donations stop and we have not set anything aside? And with all this bad press many donors are discouraged. Then we really won't have anything for when another disaster hits us.

    aside from JICA, there are numerous FIL-JAP organizations here which i am a part of. and they are not yet aware of of the issue at hand... as far as i know. so it is very important to resolve this issue. sino ba naman ang ayaw na tumulong, maski pa alam namin na me corruption somewhere in the government. still we keep on helping, but at the same time we do not condone even a simple corruption or inefficiency.

    to be fair with the DSWD sec, i guess she is not the root cause of this issue. the directives always come from her superior. you know who she was... like Dick Gordon (i cannot trust anymore Philippine Red Cross after what he did), she is always willing to delay relief efforts for photo ops. Giving the sense of urgency of the situation may time pa sila magpa-picture.

    i remember when we went in the Philippines. I and a team of japanese doctors conducted a medical service in far flung areas and also in manila. I can still recall this politician from paranaque who suddenly took out his streamer for photo ops and claiming our project as his. the japanese head of the team got furious and wanted to rip the banner. ako ang nahiya sa nangyari...

    DSWD is now working on revising a Presidential Memorandum Order (PMO 36) so that foreign donors can send aid to the RP TAX and DUTY FREE. i hope this will push through... at sana isama ang NGOs (legitimate institutions) sa exemptions.

If its possible she is an irresponsible blogger, lets not be irresponsible ourselves by believing just whatever anyone says.     I think everyone has to re-read everything again.

    The blogger’s questions were legitimate, based on personal observations.

    The questions focused on what the blogger perceived was the slow nature of the packing of relief goods. And the blogger wondered if foreign goods were being kept in reserve while domestic goods were packed first.

    At no time did the blogger suggest theft, pilfering, or the diverting of relief goods to places they weren’t supposed to go.

    At the same time, the DSWD Secretary herself has pledged utmost transparency and accountability, and there are documents aplenty online from the DSWD itself.

    Any question about speed, policies in determining which gets used first and which gets used later, are legitimate. There seem to be some discrepancies, but nothing so serious as to be beyond clarification: and that’s what’s going on, now.

    But this isn’t to say that some serious questions may arise should further scrutiny be undertaken.

    Oh you and your stockpiling issue. You don't get it either. And why should you defend her? What is wrong with the people of today? This Ella person just called me a B**** and then changed her statement a few seconds later. She didn't even take the time to check and see if I was female or not.     siguro naman ay hindi mahirap intindihin yan. masyado nyo pinag-iinitan si ella at hinahamon sa blog nya eh puro anonymous din naman kayo. wala sa kanya ang burden of proof.

    He/she who does not carry the burden of proof carries the benefit of assumption, meaning he/she needs no evidence to support his/her claim.

    pictures were posted on her blog so that the public can have a basis for inquiry and finally resolve the issue.

Again, if you want proof, go get it. Blogging and waiting for the truth to come should never satisfy you. YOU are in a position to find out the truth with your own two eyes. Take a day away from your computer and head to the DSWD yourself. That’s my suggetion anyway.

    Dr. Cabral is in an appointed position. Now answer me this, if you, the good person that you are, were asked by a corrupt official to join the cabinet as a member, would you say no? What if all the good people said no for fear of being associated with corruption. Would change ever happen? What if the person actually being crucified is this person?

    So, will you allow these blogs to go on for years just as these dictatorships have? Why depend on blogs and take other people’s word for it? Dont trust DSWD employee to give you an honest online answer, as I wouldn’t trust Ellaganda.com so easily.

    Again, I apologize if you feel I have not understood the context of this blog, but so have the others who have posted on it. There are people here who have echoed sentiments that have nothing to do with this blog at all. Why dont you tell them off as well? So, lets agree to wait for the truth to come out shall we?     tom grace has a point here and i know that. but only after fulfilling the burden of proof can one effectively captures the benefit of assumption, passing the burden of proof off to the other party. both parties cannot shoulder the burden of proof at the same time. for now, the burden of proof is with the DSWD.

    @RMir – Oh i admit it. I know and fully understand that a lot needs to be done. I’m not angered by this well known fact at all. Its the jumping to conclusions and attitude of guilty until innocence is proven that’s upsetting. I’m not the one under attack. Nor do I feel that way. The DSWD is the one being prematurely attacked. If you feel this was not the premise from which Ellaganda had initially posted her blog then undeniably from the people who so eagerly believed her. Perhaps the rest of the government should be attacked, perhaps rightly so, but they are not the topic of this blog are they?

    As I’ve eluded to earlier, there are bad sides to all governments, not just yours. However, failure to recognize the good people in government is unfair and unjust. Slander as payment for hard and honest work? The phrase no good deed goes unpunished comes to mind.

    I maintain, we should stress that people need to change… and change comes from within… that includes not jumping to conclusions… not harrasing anybody who disagrees with you… etc. But more importantly, change means actively getting your, and pardon my french, “ass” of your couch and doing something more productive like actively seeking the truth instead of listening to some childish rambling by a blogger who claims to be an unbiased journalist but choses entries and replies that are allowed to be posted on her site.

    Every accused should be allowed to confront her accuser.

    These next few statements are not aimed at you RMir, unless you feel compelled to reply:

    I challenge Ellaganda to show up at Bagumbayan, expose her true identity and discuss this topic face to face, mano y mano, with Secretary Cabral. Infact, I challenge all of you to go to the DSWD offce to find the truth for yourselves. Why not go to Bagumbayan and DSWD? You demand the truth? You talk of PEOPLE POWER? Well, what are you waiting for?

    what was written is a narrative personal experience of the blogger. and we cannot argue with that because it is her personal experience. and along with that experience are her personal inquiries and realizations.

    now it is up to the readers to extract the truth and exercise right judgement. the only sad part is not all people can exercise good judgement. either way truth must come out.

    and even if there is "libelous" statement. sad to say, there is no internet libel based on the Philippines Revised Penal Code.

    Hi. I’m based in Baguio. i work in DSWD and our coverage is the whole Cordillera. I find it a bit sad to be seeing these messages but then again, I know it cant be helped. Sa isang banda, if not for this, i will not be inclined to say the following:
    I just want to share our experiences here. I laud my office mates. kase po we have been working 24 hours, 7 days a week. over and above our regular functions.

    We have been doing relief operations–from the monitoring of the goings-on in the various provinces in the Cordillera so that appropriate intervention can be provided, repacking of goods and delivering of these to areas affected by the typhoons.

    I’m sure a lot of us have heard about how tricky and difficult cordillera terrains are. On ordinary days, mahirap na puntahan ang mga lugar sa rehiyong ito– maraming areas where one barangay is several kilometers, mountains away from the next barangay.

    Mas lalu na po ngayon matapos bayuhin ng bagyo. the social workers– hindi lamang po sa DSWD but even the LGU social workers, various groups / brigades under the PNP in the Cordillera, the Philippine Military Academy (PMA) and the whole AFP family in the region, the Army reservists, the whole Benguet State University (BSU) at yung iba pang tumutulong sa amin dito sa CAR na hindi ko na mabanggit dahil mahaba na, risk their lives para maabot lang po yung mga naapektuhan ng bagyo.

    A lot of areas were isolated because of so many slides but because time is of the essence, kahit pa make-shift yung daan, kelangang sulungin. Kahit zero visibility, sige lang ang 6×6 truck ng gobyerno. At yun po ay may kasamang taga-DSWD.

    I am proud of my officemates kase since october 2, di na nahinto ang pagbubuhat, pagrerepack, pagtakbo ng goods kung saan-saang lupalop ng Cordillera (CAR). Marami na pong nadisplace sa amin kase because of the need, kelangang ma-dispatch kung saan-saan.

    Napapagod, napupuyat, inisangtabi na ang sariling pamilya magampanan lang ang sinumpaang tungkulin bilang kawani ng pamahalaan.

    I have a widowed officemate whose house was submerged in water. she has one teenage daughter. They have not returned to their house because trauma ang anak. She chose to report to work kase madaming dapat gawin.

    Wala nang 8-hour work. marami sa amin, uuwi ng 1 am tapos papasok ulit ng 6 AM. hindi po kasing-lawak ni miss ella ang aming network, pero may namo-mobilize pa rin po at doon, maraming salamat.

    Nakaka-overwhelm po ang laman ng DSWD warehouse sa Maynila kase madami. But in fairness to the central office, they dispatch goods to our region,which we in turn dispatch to the LGUs.

    At pro-active po kame. Meaning, kahit walang bagyo, we assure that there are prepositioned in the various LGUs.

    We do not have rotten goods in our local warehouses. All the goods that are intended to those affected by the typhoons are brought to the LGUs, endorsed to the local social welfare and development offices to ensure proper distribution.

    Sana po, wag tayong mag-generalize. at iwasan na lang magbitaw ng nakakasakit na salita. Sabi nga isang nag-leave ng message, let’s spread love instead of hate. We in the DSWD do not deserve the not so good words when all we do is work, and silently at that.

    @mickey, yun din ang tingin ko, mabait si DS... di ko lang talaga masyado nasubaybayan ang activities nya. na-bilib ako sa kanya ng nag-resign sya out of delikasesa. eto kasing papa ko iba sinasabi sakin kaya medyo nagtanong ako. my father and brother are involved in politics, medyo di kami magkasundo dahil iba prinsipyo ko as far as public service is concern. i really hate corrupt public officials. totoo ang mga nangyayari sa mga govt transactions and procurements. dyan sa mga public bidding at kickbacks like ng ZTE scandal. i should know... maybe alam mo na kung bakit. politics divide families, ganun talaga reality. basta ako, i dont condone any acts of corruption, walang kamag-anak o kapatid sakin kapag yan ang pinagusapan. i have friends too who are in politics and i dont support them knowing that they are corrupt. mahirap mag-stand sa tamang prinsipyo lalo na kung ang masasagasaan mo ay mga mahal mo sa buhay, pero kailangang gawin para sa mas nakararami.

I have actually been watching her these past few years and have admittedly become a fan, kaya nga I was a bit disappointed when Ella's blog came out. Para bang may saving grace si GMA in her. I don't think I have ever heard anything bad said about her until now. But because this issue concerns so many of our poor countrymen, DSWD will just have to answer all our questions well. I hope this gets to Sec Cabral. Madame, we just need to know na pwede ka pa talaga namin asahan. Baka nga masyadong kang pinangunahan ng galit ng mga tao, pero pwede naman silang mag bago ng isip.

    Saw the latest news on GMA 7 about this. Nagdedeny pa yung secretary. Ayaw nya pakuhanan ng video sa kanila raw kasi baka malaman ng mga tao kung saan warehouse nila and lusubin daw. So secret pala. Hala! There must be a better way to deal with this. One suggestion is to replace that Secretary with a person who can run the department better so taxpayers money wont be wasted

Cabral shoes, i would take it as a challenge to improve more the agency and i guess that is how she is dealing the issue at hand. in the end, the truth will prevail and the innocent will be vindicated. hindi naman kasi pare-pareho ang mga taong sumusuri sa mga informations na lumalabas. honestly, dito sa japan, hindi pa naman nagbabago ang stand ng mga donors. medyo nagtatanong lang sa mga nangyayari at nag-oobserba muna. pre-occupied ang mga tao dito sa work at family kaya walang masyadong time para maki-sawsaw sa mga issues though when the need arise adyan naman lagi para tumulong lagi. matindi din ang corruption dito pero exposed lagi. at maski sobrang laki ng tax, nakikita naman ang pinaghirapan mo sa mga serbisyo. sana dumating ang time na maging 1st world country din ang pilipinas. pero mangyayari lang yun kung lahat ay gagalaw at magko-contribute.

    Gaijindesu, I can tell you are a fair person nga. And I am always happy to hear that there are still people like you, na kahit nasa ibang bansa na, Pilipinas parin ang nasa puso. It truly is disappointing to see so many people bicker about things so far not substantiated. Nakakahiya, para tayong mga bata. I know there are a lot of other people out there who share this view. Hindi palang sila naglalakas loob makisali sa usapan (ako nga ngayun lang, but it was getting so ridiculous for me already). I still believe in the goodness of people. Wag sana nila sirain ang buhay ng mga tao ng ganun ganun lang. Mukha namang unti unti nasasagot na ang ating mga tanong. Bigyan pa natin sila ng kaunting panahon magpaliwanag.

    Bluecrest, I agree. While we are waiting for the rest of the issues to be resolved, and I am sure they will soon be, we should all just concentrate our energy on being productive for the good of the the Filipino.

    I just want to share my experience at the DSWD to shed some light into the DSWD controversy because I had enough of the online speculation and just wanted to go there and see it for myself and volunteer to help.
    When I got there I looked for Miss Fabian who’s managing the warehouse for DSWD. She informed me that they no longer need volunteers for the weekend because they have too many. So I asked about UNICEF and they exclaimed that I could help there. UNICEF needs volunteers.
    So I met with Ensha of UNICEF, some volunteers from Don Bosco and Jordan, a volunteer from Boston. We were about 15. After about an hour, my fellow volunteers from Red Cross, including Geraldine Repollo, who’s managing Rizal chapter, followed and relieved the students from Don Bosco. We were still about 15.
    There are 5 (if my memory doesn’t fail me this time) huge warehouses. 1 warehouse housed the goods from UNICEF. The rest housed rice and other food stuff. The UNICEF goods are packed as starter packs for those families who have been relocated due to the floods. A starter pack consists of cooking pot stuffed with towels, bath soap, laundry detergent, water jug stuffed with 4 blankets, 2 plastic mats. These are then picked up by trucks and supposed to be delivered to the relocation centers. The rest of the warehouses pack food and snack packs, as far as I know because I did not actually pack one. Distribution is centralized through DSWD.
    Those are the facts as I’ve seen them.
    The blog that started it all, after checking the posted pics and what I actually saw, referred to the UNICEF warehouse. Is there corruption? I don’t think there is. At least not at the warehouse packing stages. Ensha and the volunteers seem intent only on the job at hand. (Bless you guys!)Security seems strict and I see no signs of pilferage. I’m not sure what happens after the goods leave the warehouse. I just hope they get to their supposed destinations. Someone needs to check on that.
    Is there intentional hoarding? I don’t think there is either.
    Goods are just moving slow. I posit 2 reasons:
    1. There are not enough volunteers. Ms. Fabian says that on weekdays they only get around 40 volunteers. When I came there, there were not more than 15 working on a Saturday even when I posted on my FB page with my 1800 “FB friends”, several FB groups totaling around 400 members, twittered it, and SMSed to 20 buddies. 15/2000 is not a good ratio. Gang, I hope you are more successful. No volunteers.
    2. Limits set by the management. When I was told that DSWD is no longer accepting volunteers for the weekend because there were already a lot of volunteers from UPS. I don’t have the exact count but I saw several hundreds. However, after 2 hours of work, I noticed that the other warehouses were empty. I strongly think the 5 huge warehouses could accomodate and harness at least 1000 per warehouse. When we were repacking at Red Cross Rizal in a 40sqm room, we had 600 volunteers at some points and managed to release 1000-2000 packs per mission and we ran several missions per day. The DSWD warehouses should be able to improve their output. They could run 24/7 on continous shifts when volunteers and managers (from DSWD, UNICEF, or volunteers) running the packing lines. In business, we call this a good problem. It is a scale problem.
    My recommendations:
    Train more packing line managers from staff and volunteers.
    Run the lines as a 24/7 operation with your trained line managers.
    Make the schedules public. Use social media, the internet, radio, whatever. (I know of some who volunteered but returned home when they were told they need no more volunteers. If I, myself, [emphasis mine] did not ask for UNICEF, the peeps at the DSWD office wouldn’t have volunteered the info. Clearly, we have communication problem here.)
    Get more volunteers.
    Those are my recommendations to the people in charge of the warehouses.
    From the above then, it’s safe to conclude the following:
    1. There isn’t, hasn’t been, and there’s no reason to suspect, will be, pilfering/stealing of relief goods. Most accounts have been careful to avoid any such insinuations; if you go through the documents, as I’ve begun to do, it’s safe to say the government is trying its best to be transparent about what’s received and sent out. One problem is the (necessary) bureaucratic nature of things (having to assign a monetary value to donated goods, for example); another is receiving goods in one kind of quantity (per box) and doling them out in another (per piece): unless, from the very start, a standard unit is assigned from receipt to disbursement, it makes for a messy inventory system. Messy inventory systems do not inspire public confidence, but it’s not proof of anything other than a sloppy system.
    2. The DSWD, dependent on volunteers, lacks them. A public fuss led to appeals for volunteers. Sometimes, even those willing to help can’t help because of scheduling/management snafus. This brings up a policy question: the President has the power to compel the attendance of the necessary manpower or hire necessary manpower to get the job done.
    3. The goods are moving slowly. This is the main cause of the public fuss.

    Have you also tried getting photos and data (from ABS-CBN, GMA, Philippine Red Cross, etc.)? warehouses? I think it would have been a better “journalistic” story if you also did a comparative study on all the organizations doing relief efforts. That way, you can compare how many volunteers, how goods are delivered, where to, etc. With the way you presented your story, you were downplaying the DSWD, when in fact you could have taken the issue intelligently by doing that study.

    Actually those pictures are of the DSWD warehouse that holds the donations from the UNICEF. Maybe that's why it was mistakenly called the UNICEF warehouse. And Ella was part of the group of UNICEF volunteers that day. The sacks that were being sewn up are called "pabaon kits" for the families that are relocating.
    In the same warehouse are donations from the Spanish government. These are not imported but actually locally produced goods, bought to help the local economy. Those cans of pork and beans are RAM pork and beans, made in Laguna, Philippines.
    Helps when you ask the right questions from the right people. Good day everyone! Let the truth prevail!

    Statement of Dr. Esperanza Cabral on the issue of relief goods in the DSWD Warehouse

    The Department of Social Welfare and Development (DSWD) manages the National Relief Operations Center (NROC) which is the facility for processing and storage of relief goods that are purchased by the Department or donated to us by generous individuals both here and abroad. The relief goods are released to our Regional Offices or directly to evacuation centers or to the local government units as they are needed and requested by these entities. They are delivered in trucks, many of which were lent to us by private companies or by military vehicles. Some of the goods are shipped by air from nearby Villamor Airbase.


    When typhoons Ondoy and Pepeng hit the country, we received and are continuing to receive donations. Our warehouses are indeed full, inspite of the fact that we have distributed 500,000 food packs and 200,000 clothing packs as well as thousands of sacks of rice, blankets, beddings, and items of personal hygiene in the past almost 4 weeks. That is the reason why when asked if we still have enough goods, my constant reply is yes, so far we do, thanks to the many kind-hearted individuals and organizations as well as countries who responded and are still responding to the plight of the typhoon victims.


    There are no rotting relief goods in our warehouses as we do not keep perishables there and the relief goods that are there, save for the donated old clothes are quite new since they have been either recently purchased by us or have been just donated.


    Our goods are repacked by volunteers who are there because they want to help. But they are volunteers and report when they have time to help us. Sometimes there are two hundred of them and sometimes there are only a dozen. However many or few they are, we appreciate their presence and their assistance. Weekdays are usually quiet but on Saturdays and Sundays, the students, along with others who work Monday to Friday, including our own employees, are there.


    Our staff at the warehouse work round the clock even now, making sure that the requests for relief goods are met in a timely manner. They work hard, they work quietly and they work humbly and I feel bad that they have been subjected to public vilification that they do not deserve.


    I do not recall having talked to an Editor of Philippine News. I do remember my secretary telling me that someone was on the phone asking why there were no volunteers working at the warehouse. My reply was we do not own the time of the volunteers.
    I wish that I could have prevented the deaths from typhoons but in fact, they have nothing to do with the relief goods that we are in charge of. Most of the deaths were from drowning or injuries sustained during the typhoon. Some died of illnesses. We are not in charge of rescue nor are we in charge of health and to the best of my knowledge, none of the deaths was due to absence of or delay in the delivery of relief goods.


    We would like to assure all of you that the relief goods will reach the intended beneficiaries as they become necessary and will be used only to assist them. However, the relief goods don’t all go out at the same time and an empty warehouse is not proof that the goods were used properly just as a full warehouse is not evidence that the goods are being hoarded. If you visit our website www.dswd.gov.ph you will find updates on our activities related to typhoons Ondoy and Pepeng. It includes an updated list of donations received and goods released from the DSWD warehouse.


    There are many aspects of disaster response. They include recovery and rehabilitation and in both instances, goods and other resources are still needed. In the initial reaction to a calamity, people will want to help and as we saw recently, they came in droves, offering their time, their talent and their resources. We want them to know how much we appreciate them for what they have done and what they are still doing. But further down the road, when the initial flush of generosity gives way to donor fatigue, there will remain only a few hardy NGOs and volunteers and the workers of the DSWD and other government agencies to continue the job of helping the disaster victims back on their feet. Judicious use of resources at the outset is imperative lest we face the situation of even greater want after a period of relative plenty. We at the DSWD wish to assure you that your trust in us is not misplaced. Thank you.

    however going back to the issue, i just dont believe she gave intelligent enough responses to the media, esp since it looks bad on DSWDs part when all she needed to say was :
    1. they are avoiding fake volunteers and possible looters
    2. lists of monetary & in-kind donations are on DSWD site (this my friend and her mom verified) ... kaso hindi super updated. understandable, since they are focusing on other logistical things and provincial distributions etc.

    why had it been so hard for Sec Cabral to say that? Why would she give a response like Walang Volunteers, sa secretarya nya ??? so now Gang from rockEd is calling for volunteers and she's able to get A LOT of response...sana lang the govt thought ahead and got in touch with youth groups etc who WILL get volunteers for them para di na nila problemahin.

    btw, all of us seem to have gotten ella's meaning na "rotting" as a figure of speech. so Sec Cabral wasted a perfectly good press release by focusing on saying the wrong things. tell your mother-in-law to hire a PR officer.

    (atsaka mali din yung briefing ng mga guards sa DSWD. kase kung suspicious sila, naturally magiging suspicious din yung mga taong pumunta dun)

    anyway, most of the people who replied here are pretty sensible, so this issue can more or less be laid to rest. with my dealings with various govt sectors, marami talagang corrupt (which is why everyone jumped the gun on this issue), pero hindi naman lahat. kawawa lang ang DSWD at nadamay pa sila.

    To be fair to the DSWD, nag-explain na ang butihin nating Secretary kung bakit nagka-ganun. In the object of really being goal-centered, let's allow the agency to be more efficient this time. Notwithstanding the rather upsetting photos and still questionable stockpiling as related by Ella above, I am certain that the welfare department would be more responsive and disaster-prepared this time.

    If we highlight more of the perceived negativity in it, we would all be discouraging potential foreign donors from really sending valuable aid to the victims, which would really affect much of our earnest efforts and desires to help the victims anyway...both now and in the future.

    I hope we've all learned much from this and we all evolve from it...always for the better.

    I will not deny that some commenters were also harsh in lambasting DSWD in sweeping generalizations in reaction to the photos but their comments were nothing compared to the viciousness of pro-Cabral lobbyists.

    Some of my cool-headed supporters were pushed to the limit by the obscene attacks on my person resulting in low blows. The thread turned into insults, cursing and name calling. A civilized exchange of opinions became an impossibility. Like commenter Jessica kept on saying, focus on the issue at hand.

    Hi! I've been with the disaster response group myself and there's what we refer to as BEFORE, DURING & AFTER intervention by both government, civic and private groups. We are now witnessing or encountering the dynamic function of media and bloggers alike and they are crucial to the immediate response and delivery of services to the affected sector of our society especially in times of crisis and disasters. We have also witnessed the importance of SMS and MMS now that these forms of media or communication mediums are right within our reach. I used to say to to my students that MEDIA, whether in print, broadcast or television can be used as a stimuli to spur the lazy and inspire the low spirited and downtrodden. What happened here is like a person happens to be in a certain place at the height of a certain scenario where help is much needed but not delivered due to some circumstances such as lack of this and that including sensitivity to the needs of people by officials concerned. Bureucracy, ministerial priorities and government policies may have also hampered the delivery of certain goods but again.....this is a learning experience for all. God Bless!

    i can respond to this...yes our family donated in red cross and yes visits were allowed. thats the reason why there is traffic in shaw at arund 7pm because usually big trucks would be there for loading.

    ortigas megatent, yes, i was there too...they did a good job and alot of pictures can be found in facebook. just type ortigas megatent ad you'll see..since its important for everyone to see photos...

    but i guess what im trying to say is this..

    no one wants to attack anyone...an individual, or an organization..

    its human nature to ask/demand for answers for their existence and the world they are living in. so please, people shouldnt be blamed here if they are being makulit asking for answers.

    but please be careful of your statements also...everyone here should be careful because it just might aggravate everything.

    and yes people do donate and would rather not give their names..what pisses me off is when donations were made, it was repacked for campaign purposes..thats just plain sick..

    now, we are still not out of danger...typhoons will still come for sure..

    lets just all calm down please..
